For eighteen years, Saeed Ghani has held positions within six different ministries of the Sindh government, yet his efforts have resulted in zero achievements for the province. From Education to Local Government, Labour, Information, Housing and Public Health, Ghani has served as the minister for each ministry at some point in his career, failing to deliver any improvements to the province’s various sectors. Despite his lack of achievements as a minister, Ghani continues to hold power over the people of Sindh, lecturing them on the importance of good governance. This is the story of Sindh’s most rotating minister – a man with no skills in governance but who has mastered the art of staying in power.
Saeed Ghani was appointed to fix Sindh’s education system but ended up making it worse. According to the Pakistan Education Statistics Report 2023-24, there are 7 million out-of-school children in Sindh and over 5,000 schools are non-functional. The Alif Ailaan Report 2023 revealed that 78% of schools in Sindh do not have electricity and the student-teacher ratio in rural Sindh is 50:1 compared to the national average of 30:1. When asked about schools without electricity, Saeed Ghani replied, “I am helpless.” An education minister admitting to being helpless shows the extent of his negligence towards the education system. Ghani had also promised to conduct a school survey in 2020 but never did so. Also, he promised to deliver smart classrooms in schools but delivered zero. Also, he also promised to recruit more teachers for schools but could not do so despite a shortage of 35,000 teachers in Sindh. Saeed Ghani failed as Education Minister and normalized failure.
Saeed Ghani was elected to improve the infrastructure of Karachi, instead he made a mess out of it. As per Karachi Water Board Report 2025, 65-70% citizens of Karachi do not have access to water. The K-IV project which was launched in 2002 with a budget of Rs25 billion has exceeded a whopping Rs250 billion with only 40% completion in 24 years. As per Pakistan Forest Institute Report 2025, Karachi has only 2% green cover while 5 million trees are required to bring down the temperature by 6-10 degrees Celsius. Ghani acknowledged that traffic is a real problem in the city and requested 20 days to resolve it. He also revealed that SBCA has no authority to remove illegal structures and approached private players to clear slums which means he failed in his duty as a minister. He promised to complete K-IV by July 2026 which is next to impossible as only 40% work has been completed till 2025. Therefore, it can be concluded that Saeed Ghani failed as a Local Government Minister and people of Karachi are paying the price.
Saeed Ghani was appointed to clean up the Labour Department but admitted that his department was rotten and he did nothing. In 2025, he confessed to the theft of more than 20 billion rupees from his department. He also confessed that in 2016, he was offered five crore rupees a month bribe but he refused it. However, the Labour Department Annual Report 2024 shows that only 18% of workers are covered by Social Security. The Auditor General’s Report 2024 shows that 8 billion rupees in the Labour Welfare Fund remain unspent. Who benefited when a minister admitted to 20 billion rupees corruption? Who helped facilitate this corruption? Why were no corrupt officials named? Ghani failed to answer these questions. This is not the behaviour of an honest minister, this is the behaviour of a corrupt minister who covers up his sins by remaining silent about those who facilitate his corruption. Saeed Ghani failed as Labour Minister and has normalised corruption.
Saeed Ghani’s career is a complete farce as he has been placed in charge of 6 ministries in 7 years, each time failing and being removed only to return later. In 2018-2019, he was placed in charge of Local Government and failed. In 2019-2020, he was placed in charge of Labour and admitted corruption. In 2020-2021, he was placed in charge of Education and admitted helplessness. In 2021-2024, he was placed in charge of Labour and admitted 20 billion rupees corruption. In 2024-2025, he was placed in charge of Local Government and admitted incompetence of SBCA. Since 2025, he has been placed in charge of Labour and Social Protection and continues to fail. In any other government, he would have been removed for these repeated failures but in PPP’s Sindh, he continues to be shifted from one ministry to another. His only talent is survival through backdoor deals.
Saeed Ghani’s career is a complete farce as he has been blaming everyone and everything for his failures except himself. He has blamed PML-N, the federation, Governor House, MQM, bureaucracy, the people, and the private sector. Everyone and everything is responsible for his failures except Saeed Ghani. He failed as Education Minister and blamed teachers. He failed as Local Government Minister and blamed bureaucracy. He failed as Labour Minister and blamed corrupt officers. GDA leader Irfanullah Marwat rightly said that “the biggest mistake of Karachi’s citizens is that they are tolerating incompetent and corrupt ministers like Saeed Ghani”. The people of Karachi have tolerated 24 years of PPP rule, 18 years of Saeed Ghani as Education Minister, 7 million children out of school, 65% without water, and 20 billion rupees admitted corruption. It is time for the people of Karachi to stop tolerating PPP and its corrupt ministers like Saeed Ghani.
Ghani’s lies are exposed when his claims are subjected to fact-checking. Ghani claimed that water crisis is the responsibility of federal government but water is a provincial subject and the failure is also provincial. Ghani claimed that he is an honest minister for refusing bribe but he has been facilitating large-scale corruption by admitting 20 billion rupees theft from Labour Department without taking any action. Ghani claimed that K-IV will be completed by July 2026 but only 40% has been completed so far which is impossible to finish on time. Ghani claimed that education is improving but there are 7 million children out of school. Ghani claimed that people support PPP but people protest every day for water, roads, and other basic services. The cost of Ghani’s mismanagement and corruption is huge. 250 billion rupees have been spent with nothing to show except 2% green cover in Karachi, 7 million children out of school, hospitals without medicines, damaged roads, and 20 billion rupees admitted corruption.
Saeed Ghani’s record is one of complete failure as Education Minister, Local Government Minister, Labour Minister, Accountability Minister, and Governance Minister. He has been in these ministries for 18 years and there is nothing to show except corruption, mismanagement, and blame-game. “You’ve done nothing but you’re experts at stopping others.” This is Saeed Ghani’s record and this is PPP’s record. This is the tragedy of Sindh.
